02 NOTIFICATION







CONSIDERATION OF APPLICATION FOR THE INTRODUCTION OF ADDITIONAL COURSE(S) AND/OR VARIATION IN INTAKE AND/OR ADMISSION OF FOREIGN NATIONALS / PERSONS OF INDIAN ORIGIN (PIOs) etc. IN THE EXISTING INSTITUTIONS AS PER THE NATIONAL CALENDAR IN THE ACADEMIC YEAR 2005-2006





The State Government’s NOC shall not be required for existing institutions applying for the Introduction of additional course(s) / variation in intake in the existing Institutions. However, the NOC of the affiliating University shall be required.





i. AICTE hereby announces the National Calendar for the academic year 2005-2006 and will consider applications in the prescribed format for the Introduction of additional course(s) and/or variation in intake and/or Permission to be eligible to admit foreign nationals / persons of Indian origin (PIOs) / Children of Indian workers in Gulf Countries in the existing institutions for the academic year 2005-2006 for Under-Graduate level courses in Engineering & Technology / Pharmacy / Architecture / Town Planning / Hotel Management & Catering Technology / Applied Arts & Crafts and Post-Graduate programmes in Management Studies (MBA / PGDM) and Computer Applications.



ii. The Application Form with detailed instructions can be downloaded from AICTE website: www.aicte.ernet.in. However, a DD for Rs. 5,000/- drawn in favour of “The Member Secretary, AICTE”, payable at New Delhi, on any Nationalised Bank must be enclosed along with the duly filled Original application, to be submitted to the concerned Regional Office (Government Institutions and Government funded Universities are exempted).



iii. The duly filled application should be submitted in the prescribed form in original along with its softcopy in MS word format in a CD to the concerned Regional Office of AICTE and a copy each to AICTE, New Delhi, and the Affiliating University on or before November 30, 2004.



Submission of copies of application to the AICTE, New Delhi, and the affiliating University is mandatory, failing which the application is liable to be rejected.



iv. Institutions, which are functioning at temporary premises, shall not be considered for further extension of approval.



v. Additional course(s) and/or variation in intake may be considered only within the overall ceiling fixed by the Council subject to compliance of all the Norms & Standards of AICTE.



vi. Permission to be eligible to admit Foreign Nationals / Persons of Indian Origin (PIOs) / Children of Indian Workers in Gulf Countries will be accorded subject to availability of Infrastructural facilities and fulfillment of conditions of AICTE Regulations F. 37-3/Legal/2004 dated January 21, 2004.

03 PROCESSING OF PROPOSALS



PROCESSING OF PROPOSALS FOR THE INTRODUCTION OF ADDITIONAL COURSE(S) AND/OR VARIATION IN INTAKE AND/OR EXTENSION OF AICTE APPROVAL AND/OR ADMISSION OF FOREIGN NATIONALS / PERSONS OF INDIA ORIGIN (PIOs) IN THE EXISTING INSTITUTIONS



The seven stages involved in the processing of applications are described below:



Stage - I

3.1 Submission of Application

The Application / Proposal shall be submitted in original along with its soft copy in MS word format in CD to the concerned Regional Office of AICTE and copies to:



- Member Secretary, AICTE, New Delhi

- Concerned Affiliating University



Submission of copies of application to AICTE, New Delhi, and the affiliating University is mandatory, failing which the application is liable to be rejected.



Eligibility:

The applicant should be an AICTE approved Institution.

- Additional course(s) and / or variation in intake shall be considered as per the laid down policies and the overall ceiling fixed by the Council.

- Institution should be offering its approved courses in the permanent location.

- Institutions, which are functioning at temporary / rented / hired / leased premises, shall not be considered for extension of approval.

- Now, AICTE is not according approval for the establishment of any new Institution / additional course(s) for conducting Post-Graduate Diploma level Programmes in Management (PGDM). AICTE, however, is extending its approval to already existing approved PGDM Programmes and consider applications for Variation in intake, subject to fulfillment of Norms & Standards.

- Institutions fulfilling following criteria shall be eligible to apply for approval of AICTE for admitting students of Foreign Nationals / Persons of Indian Origin (PIOs) and Children of Indian workers in Gulf Countries.



1. The Institution should be able to provide suitable hostels/ residential accommodation to the Foreign Students / Persons of Indian Origin (PIOs) and Children of Indian workers in Gulf Countries.

2. The teacher-student ratio in the respective discipline where Foreign Nationals / Persons of Indian Origin are to be admitted should not be less than 1:15.

3. The Institution must have a modern library as per norms & standards of AICTE with multi media facilities.

4. The total plinth area of the institution (excluding hostels and residential areas) is not less than 12.5 sq.m. per student.

5. The Institution and its hostels have proper approach road, good environment, sufficient water supply and an arrangement for generators in absence of normal supply of electricity.

6. The concerned institution was not have been put under “No Admission” or “Reduced Intake” category by AICTE due to poor infrastructural facilities during the last 3 years.

7. The Institution must have been functioning at least for a period of 5 years after AICTE approval.

8. The results (success rate) of the last two batches of final year students must not be less than 75%, calculated based on the number of students appeared for the final examination vis-à-vis students passed.



Stage - II



3.2 Submission of Compliance-Cum-Progress Report and Scrutiny of Application at the Regional Office

All Institutions irrespective of whether extension of approval is due or not are required to submit annual Institution’s Compliance-cum-Progress Report to the concerned AICTE Regional Office within the stipulated date as per the prescribed format which is available at AICTE web site: www.aicte.ernet.in. The annual Compliance-cum-Progress Report to be submitted by the institutions should include details of additions made to buildings, faculty, library, computers and other physical infrastructure during the year. Claims for additions made to buildings should be supported by drawings certified by an architect. Also, the institution report itself must be certified by the Head of the Institution for its authenticity. Failure to submit the annual Compliance-cum-Progress Report may result in cancellation of the recognition / approval already granted.



It is obligatory on the part of Institutions seeking variation in intake and/or additional course(s) / extension of approval of existing course(s) and/or admission of Foreign Nationals / Persons of Indian Origin (PIOs) / Children of Indian workers in Gulf Countries to send to the concerned Regional Office a processing fee of Rs. 40, 000/- (Rupees Forty Thousand only) in the form of a Demand Draft drawn on a Nationalized Bank in favour of “The Member Secretary, AICTE” payable at New Delhi within the stipulated date (Government Institutions and State Universities are exempted), without which further processing including inspection will not be carried out to consider the application for variation in intake and/or additional course(s) and/or extension of approval of the existing course(s) and/or admission of Foreign Nationals / Persons of Indian Origin (PIOs) / Children of Indian workers in Gulf Countries.



Scrutiny of application shall be done by the concerned Regional Office with respect to following:


Eligibility of the institution as per laid down policies and the overall ceiling fixed by the Council.
Evaluation of the Compliance–cum-Progress report of Institutions by a Sub-Committee of the concerned Regional Committee for consideration by the Regional Committee.





Stage – III



3.3 Receipt of NOC from the Affiliating University



The State Government’s NOC shall not be required for existing institutions applying for additional course(s) / variation in intake. However, the NOC of the affiliating University shall be required. The NOC from the affiliating University must be received at AICTE on or before December 31, 2004.



Stage - IV



3.4 Verification of Compliance-Cum-Progress Report / Expert Committee Visit



Extension of approval may be granted by the EC-Sub Committee on the recommendation of a sub-committee of the concerned Regional Committee and the Regional Committee after due consideration of the annual Compliance-cum-Progress Report and / or the inspection Report submitted by the Visiting Expert Committee, if an inspection visit has been made.



Following documents are required to be made available to the Expert Committee during its visit to the existing institution:

4. Letter of Accreditation by NBA, if any


b. Land and Building

1. Original Land document

2. Approved Plan of the building with total area of built up space

3. Details of Hostel Facility for students

1. Audited Statement of Accounts of the institution

2. Fund position in the form of latest Bank Statement of Account


d. Library, Computers and Equipment – Course-wise

1. Stock Register of Library Books, Computers, Equipment of various laboratories, Furniture.


e. Faculty

1. Brief Bio-data of Principal / Director – Date of Joining

2. List of Faculty Members appointed – with qualification, designation, date of joining, discipline wise

3. List of Faculty Members deputed for higher studies – last two years

4. List of Papers published in National / International Conferences / Journals by the Faculty Members – last two years

5. List of Books / Text Books written by the Faculty – last two years

6. List of Faculty Members who attended Summer / Winter School –last two years

7. List of R&D, Consultancy Project undertaken by Faculty – last two years

8. Aquittance roll of Faculty / Non-teaching staff for the current and previous year


f. Students

1. Number of Students admitted during previous year – course-wise

2. Percentage of Pass in each course for the last three years

3. Timetable of each course during the current year

4. List of Co-curricular and extra curricular activities available to students such as NCC, NSS etc.



Stage – V

3.5 Issuance of Letter of Approval / Rejection

The Compliance-cum-Progress Report and/or the Report of the Expert Committee will be scrutinized by a Sub-Committee of the concerned Regional Committee (consisting of at least 3 members of the Regional Committee) constituted by the Chairman, Regional Committee. The concerned Regional Committee will consider the recommendations of its Sub-Committee.



The recommendations of the Regional Committee will be considered by EC Sub-Committee. While considering the proposals for extension of approval / additional course(s) and/or variation in intake, the views of the affiliating University will be taken into consideration.



The final decisions for grant of approval or otherwise will be communicated to all concerned by AICTE on or before May 10, 2005.


Stage - VI

3.6 Appeal for Reconsideration of the Proposal

In case extension of approval / additional course(s) / variation in intake is not granted, the Applicant can make an appeal to the Council on or before May 31, 2005. Applicants are required to submit the documentary evidence to substantiate the claims made against deficiencies, with the appeal along with a further processing fee of Rs. 40,000/- (Rupees Forty Thousand only) in the form of a Demand Draft drawn on a nationalized Bank in favour of “The Member Secretary, AICTE” payable at New Delhi within the stipulated date (Government Institutions and State Universities are exempted). Expert Committee visits shall be arranged to verify the claims made in the appeal and the Report of Expert Committees along with these appeals will be placed before the Appellate Committee for consideration.



Stage - VII

3.7 Issuance of Letter of Approval / Rejection on consideration of Appeal

The Appellate Committee will consider the appeals. Based on the recommendations of the Appellate Committee and the Sub-Committee of Executive Committee, final decision will be communicated to the concerned on or before June 30, 2005.

NOTE: The Applicants are requested to note that all the documents required at different stages are to be submitted on or before the prescribed cut-off-date and all the documents must be submitted in one lot only. If any of the documents, as asked for, is not submitted before the cut-off-date, the Council will not consider the proposal further and the proposal shall stand rejected.

07. INSTRUCTIONS



1. a) Proposal for Engineering & Technology / Pharmacy / Town Planning / Applied Arts & Crafts / MBA / PGDM / MCA should be submitted on separate Application Forms.



b) Application must be made by the Competent Authority of the Institution.



2. The completed proposal on the prescribed APPLICATION FORM (in original) should be submitted so as to reach the Concerned AICTE Regional Office by November 30, 2004.



3. Application should include all pertinent documents supporting the information provided and claims made therein.



4. Please fill all the columns / sections of the application for,. If any column / section is not applicable, it should be recorded as "Not Applicable", otherwise, the application shall be treated as incomplete and is liable for rejection.



5. In the event, the information and statements given by the applicant in the prescribed form are found to be incorrect; the application is liable to be rejected.



6. AICTE shall not consider proposals for additional courses and/or increase in intake unless the institution is functioning from its approved permanent premises and is maintaining all the Norms & Standards of AICTE.



7. The decision of the Council shall be final. Canvassing in any form for approval is strictly prohibited. No correspondence shall be entertained during the processing of the application.
