1. The aspects of Science & Technology has been or are being integrated into the following three main activities of this Department :

Technical Education

Scientific Services/Researches

2. In the domain of Technical Education apart from the inculcation of Science & Technology in regular Engineering Courses both at degree and diploma level, Information Technology related courses have been started in Engineering Colleges, Government Polytechnics & Government women's Polytechnics under the administrative control of this Department. Besides, non-formal short term training programs integrating Science and Technology are also conducted through community Polytechnic scheme to suit the local needs of the area through government Polytechnics/ Govt. women's Polytechnics.

3. The Scientific Services & Research are provided by Bihar Council on Science & Technology, Patna which is an autonomous organization and registered under society act.

This organization is actively involved in:

3.1 Conducting workshops/seminars for the purpose of increasing the quantitative and qualitative yield of medicinal and aromatic plants utilizing the latest scientific innovations. This has resulted an increase in the income of farmer by many folds.

3.2 To make aware and develop Scientific temper among the mass. The Council organizes National Science Day, Children Science Congress, Science Exhibitions, etc. The Council has established District Science Centers to promote Science & Technology amongst common people.

3.3 Making policy for accelerating the economic growth using "Bio-Technology" to increase the qualitative & quantitative yield of specific crops, Horticulture and floriculture.

3.4 Mapping of land, water-shed and flood affected area through remote sensing satellite.

3.5 Analyzing the data related to the production of wheat, rice which helps prediction of estimated production.

3.6 Besides, the Council undertakes projects sponsored by various Departments of the Government for development of Geographical information system, Disaster management system, Ground water system based on numerical modeling technique by integrating Science and Technology, the welfare of the state in general and region in particular.

In the light of the facts stated above it is evident that the Government has been integrating the Science and Technology into the development of the state and the same pace will continue in the future as well.

Functions

Development of science and technology and policy decision thereof.

Interdepartmental coordination in the subjects related to Science & Technology.

Survey, Research and drawing in subjects related to Science & Technology.
Financial Assistance to the persons and institutions involved in surly research and drawing of the work related to science and technology.

Coordination and support of the practical and research work in the universities and institutions.

To prepare Scientific and Technological plans as per need of the state in following areas: Land Survey; Floor Forecasting, Geological Research through satellite technology.

Aerial photography and its analysis for development of land, water, mineral and forest resources.

Planning and arrange study, teaching and training, aerial training, formulating rule and regulations for Science Technology, Bio-Technology, Nano-Technology.

Regulations of Science and Technology educations imparted by State or other Agencies.

Controlling of all the officers and other personnel of the department.

Administrative charge of all buildings occupied by the Technical Education Department.

Technical Education and Training.

Constitution and Administrative Control of the State Board of Technical Education and all functions of constituted Boards related to Technical Education.

About BCST :

The Bihar Council on Science & Technology promotes Scientific Research and other Scientific Services in the state. It is an autonomous organization located at Mauryalok Complex, Patna. The Planetarium at Patna is an example of several successful exercises of BCST. Apart from various on going schemes, a Bio-Technology Application Centre (Commercial Tissue Culture Laboratory) is also being set up at Patna with the assistance of Department of Bio-Technology, Govt. of India. The proposed laboratory will facilitate production of various types of plants which are available in the state and then by modifying their properties so as bring an improvement, it will be made available in the areas of agriculture, dairy, horticulture, etc.

Planetarium at Patna : The Indira Gandhi Science Complex - Planetarium was constructed through Bihar Council on Science & Technology at a total cost of about Rs. 11 Crores. It was inaugurated by Shree Laloo Prasad, the then Chief Minister of Bihar, on 21st March 1993. The Planetarium was dedicated to the Nation and opened for the public from 1st April, 1993. Since then it has been regularly drawing large member of tourists daily and has emerged as a centre of public interest.

Technical Education

The Dept. of Science & Technology provides technical education in following three tiers:

There are two engineering colleges - M.I.T. Muzaffarpur and B.C.E. Bhagalpur - that are under administrative control of Science & Technology Dept. These two engineering colleges (besides three other private colleges) impart both Graduate and Post-Graduate level technical education. Technical Education

The department provides technical education through 11 Govt. Polytechnic and 2 Govt. Women Polytechnic Colleges located in various districts of Bihar. Besides, there are 11 Govt. Women Industrial Schools located in different districts within the state which impart Certificate Courses in various artisan skill developments and craftsmanship courses like - doll making, hand knitting, machine knitting, etc.

Craftsman & Artisan Skill Development Education

The Women's Industrial Schools are located at these districts - Arrah, Chapra, Darbhanga, Saharsa, Motihari, Bhagalpur, Purnia, Muzaffarpur, Gaya Cantt, Gaya, and Munger. Besides of this the department also supports Govt. Painting School, Guljarbagh, Patna and Carmel Technical Institute which is a Private Institution.
